These guidelines do not replace the existing MSA or MPSL by-laws but are to be used in-conjunction with them. They are also to be used in-conjunction with the referee’s report, the referee’s report is binding. Every effort will be made to ensure that the referee attends the disciplinary hearing but his/her attendance in not mandatory.
 

Unless a problem requires immediate attention by the disciplinary committee, it will meet once a month. All fines MUST be paid BEFORE the next member’s meeting, otherwise the player(s) and/or the club will be suspended until it has been paid.
 

Should the disciplinary committee’s decision be protested, the player(s) and/or club must submit a written protest to the league’s corresponding secretary within seven days, with a check for $100, which will be returned if the appeal be won. The player(s) and/or club will remain suspended until the appeal is heard. If a player(s) and/or club fails to show up to the disciplinary hearing, they will be suspended and remain suspended until they do. They may also be charged additional costs.

 

1. Any player, substitute, club official or spectator commits before, during, or after the game:

a)  Assaults the referee.
b)  Abuses the referee.

All offences: The MPSL will abide by the punishment handed out by the MSA. ALSO, In addition the offender will attend a MANDATORY disciplinary hearing with the team manager and will pay a $250 fine, plus a life ban from playing in the MPSL. The team manager will also be fined $100 and attend a disciplinary hearing plus a reprimand or suspension from the league.

 

2. The HOME teams failure to provide a designated area for the referees: (NEW)

 1st offense: $100 fine, plus team probation.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $250 fine, plus a deduction of points, equivalent to a win.
   Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus the team’s suspension for the remainder of the season.

 

3. Any PLAYER, CLUB OFFICIAL, OR SPECTATOR who enters the referee’s designated area without permission: (NEW)

 1st offense: $100 fine, plus team probation.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $250 fine, plus a deduction of points, equivalent to a win.
   Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus the team’s suspension for the remainder of the season.

Advice to the home team managers:
 IT IS THE HOME TEAM’S RESPONSIBILITY TO MAINTAIN THE SAFETY OF THE REFEREES, HOME AND AWAY TEAM MEMBERS, AND ALL THE SPECTATORS. ANY INCIDENT THAT RELATES TO SAFETY, THE HOME TEAM WILL BE HELD ACCOUNTABLE, IN ADDITION TO THE CULPRITS, AND WILL BE SUBJECTED TO THE SAME FINES AND PUNISHMENTS. THE LEAGUE’S ADVICE IS:
* PROVIDE AN AREA AWAY FROM THE PLAYERS AND SPECTATORS FOR THE REFEREES.
* CALL THE POLICE AS SOON AS YOU SEE A PROBLEM DEVELOPING ON OR OFF THE FIELD (BEFORE, DURING AND AFTER THE GAME).
* ESCORT THE REFEREES OFF THE FIELD AFTER EVERY GAME.
* PROTECT THE REFEREES AT ALL TIMES.
* ESCORT THE REFEREES TO THEIR CARS.

 

4. Any player, substitute, or club official who receives a red card for:
 
a) Foul and abusive language directed at either an OPPONENT or a SPECTATOR.
b) Retaliation (fighting) directed at either an OPPONENT or a SPECTATOR. 
c) Law 12 – intentional foul play directed at either an OPPONENT or a SPECTATOR.
d) Entering a fight as a third party, directed at either an OPPONENT or a SPECTATOR.
e) Making obscene gestures at either an OPPPONENT or a SPECTATOR.

 1st offense: $25 fine, plus a one game suspension.
  Attend a disciplinary hearing.
 2nd offense: $50 fine, plus a four game suspension.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $100 fine, plus suspended for the remainder of the season and a recommendation that the player be banned from playing in the MPSL. Attend a disciplinary hearing with the team manager. ALSO, the team manager to be fined $100 and attend disciplinary hearing and receive reprimand from the league.

 

5. Any player, substitute, or club official who receives a red card (and it is reported by the referee as “malicious intent”) for causing an injury resulting form:

a) Retaliation (fighting) directed at an OPPONENT.
b) Law 12 – intentional foul play directed at an OPPONENT.
c) Joining a fight as third party directed at an OPPONENT.
d) Striking or attempting to strike a SPECTATOR.

 1st offense: $50 fine, plus a four game suspension.
  Attend a disciplinary hearing.
 2nd offense: $100 fine, plus a ten game suspension.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $250 fine, plus life ban from playing in the MPSL. Attend a disciplinary hearing with the team manager. ALSO, the team manager to be fined $100 and attend disciplinary hearing plus receive a one year suspension.

 

6. Any player, substitute, or club official who receives a red card for:

 a) Using foul and abusive language toward the REFEREE. 

 1st offense: $50 fine, plus a four game suspension.
  Attend a disciplinary hearing.
 2nd offense: $100 fine, plus a ten game suspension.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $250 fine, plus life ban from playing in the MPSL. Attend a disciplinary hearing with the team manager. ALSO, the team manager to be fined $100 and attend disciplinary hearing plus receive a one year suspension.

 

7. Any player, substitute, or club official who receives two yellow cards during the same game: (NEW)

 1st offense: $25 fine, plus a one game suspension.
  Attend a disciplinary hearing.
 2nd offense: $50 fine, plus a four game suspension.
  Attend a disciplinary hearing with the team manager.

 

8. Any player, substitute, or club official who receives FIVE yellow cards during the same season: (NEW)
 
Offense: Attend a MANDATORY disciplinary hearing with team manager.
    

 

9. Any player, substitute, or club official who receives SIX yellow cards during the same season: (NEW)

 1st offense: $75 fine, plus a three game suspension.
  Attend a disciplinary hearing.
 2nd offense: $100 fine, plus a five game suspension.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $250 fine, plus life ban from playing in the MPSL. Attend a disciplinary hearing with the team manager. ALSO, the team manager to be fined $100 plus a one-year probation.

 

10. Failure of a player, official, or coach/manager to co-operate by giving the referee the name of a cautioned or ejected player: (NEW) 

 1st offense: $50 fine, plus a four game suspension.
  Attend a disciplinary hearing with team manager
 2nd offense: $100 fine, plus a ten game suspension.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $250 fine, plus life ban from playing in the MPSL. Attend a disciplinary hearing with the team manager. ALSO, should all three categories, (the player, team manager or club official) refuse to give the referee the player’s name, the whole team will be suspended until the player and team manager appear before the disciplinary committee.

 

11. Teams that play a suspended or unregistered (illegal) player:

 1st offense: $100 fine, plus an additional deduction of points, equivalent to a win.
  Attend a disciplinary hearing.
 2nd offense: $250 fine, plus suspension for the remainder of the season.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus life ban from playing in the MPSL. Attend a disciplinary hearing with the team manager.

 

12. Every team must turn out with all its players wearing the same UNIFORM that includes shirt, shorts and socks. Goalkeepers will be exempt if they are wearing long pants, but if the socks are worn outside the pants, they must be the same color as the rest of the team. If long visible under shorts are worn, they must be the same color of the shorts. The following fines will apply to each individual player that’s “out of uniform:” (NEW)

1st offense: $10 fine for each item and each player.
2nd offense: $25 fine for each item and each player.
3rd offense: $50 fine for each item and each player.

 

13. The home team is responsible for the condition of their field. Lines must be clearly visible; grass should be no longer that FIVE inches (F.I.F.A. regulation) long; goal posts are erected properly; goal nets must provided, and at east four corner flags. Failure to comply will result in the following fines: (NEW)
 
1st offense: $50 fine (each item).
2nd offense: $75 fine (each item).
3rd offense: $100 fine (each item). ALSO attend a MANDATORY disciplinary hearing with the team manager.

 

14. Every team must start the game with 11 players (one of which must be the goalkeeper). Failure will result in the following fines and actions: (NEW)

 1st offense: $25 fine, plus probation.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $125 fine, plus an additional deduction of points, equivalent to a win.
   Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus a suspension for the remainder of the season.
  Attend a disciplinary hearing with the team manager.

 

15. Failure to show up for a game and failure (of EITHER team) to notify the league, (or notify the referees) as required in the by-laws, will result the following fines and actions: (NEW)
 
 1st offense: $100 fine, plus an additional deduction of points equivalent to a win, and reimburses the other team for the referee costs.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $250 fine, plus a suspension for the remainder of the season.
   Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus a life ban from playing in the MPSL.
  Attend a disciplinary hearing with the team manager.

 

16. If a game is abandoned because of player or problems arising from spectators; bad field conditions (other than the act of God), or not enough players, the following fines and actions will be taken: (NEW)

 1st offense: $100 fine, plus an additional deduction of points equivalent to a win.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $250 fine, plus a suspension for the remainder of the season.
   Attend a disciplinary hearing with the team manager.
 3rd offense: $500 fine, plus a life ban from playing in the MPSL.
  Attend a disciplinary hearing with the team manager.

 

17.Games must start on time, if a delay is caused for any of the subsequent reasons, the following fines and actions will be taken: (NEW)

a) Spectators preventing the teams from taking the field (the home team is responsible for spectator control). Note! If the delay is caused through the previous game, the referee must acknowledge it on the match report.
b) Late arrival by the home team or not enough players.
c) Late arrival by the away team or not enough players.
d) Failure to pay the referee, by either team.

 1st offense: $25 fine, plus probation.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $125 fine, plus an additional deduction of points equivalent to a win.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $250 fine, plus suspension for the remainder of the season.
 Attend a disciplinary hearing with the team manager.

 

18.Failure of teams to comply with the following administrative duties will     receive these fines and actions: 

a) Attend called league meetings, which includes special meetings and the AGM. Attend the MSA annual general meeting, (unless a team has requested an excused absence called within 24 hours of the meeting). ALSO if you are asked to serve on a sub-committee.

1st offense: $25 fine.
  Attend a disciplinary hearing with the team manager.
 2nd offense: $50 fine, plus probation.
  Attend a disciplinary hearing with the team manager.
 3rd offense: $100 fine, plus suspension for the remainder of the season.
 Attend a disciplinary hearing with the team manager.

 

19. Failure of teams to comply to the following administrative duties, will receive these fines and actions:

a) Failure to send in match report.
b) Failure to submit a team roster before the game.
c) Failure to call in the result within 48 hours of the game being played.

 1st offense: $10 fine.
 2nd offense: $25 fine
 3rd offense: $50 fine, plus probation.
 Attend a disciplinary hearing with the team manager.
